CET, Mass Save Lead Vendor, releases RFQ that will incorporate home performance contractors into the Mass Save program

On Friday, a Request for Qualifications was issued to broaden the vendor network of the Mass Save program. Cozy Home is excited that MA residents in WMECO and Berkshire Gas regions who want to work with our company to achieve significant energy savings in their homes, will be able to access incentive money that has, up until now, has only been available for utility customers who have CET provide energy audit and energy efficiency services. This broadening of the vendor network means rate payers will have more options for companies to chose.

The CET RFQ released on Friday is well thought out and is structured to employ a true house-as-a-system approach to improve building performance. By allowing for integrated audit and install services for cost-effective improvement measures, the implied program design is a truly groundbreaking development of the Mass Save program. Furthermore, partnered contractors are able to schedule their own customers and work closely with the program to deliver effective energy saving measures.
Compared to another recent RFP for NStar and National Grid programs, the CET RFQ is much more likely to be a successful model for motivating qualified home performance companies to work with the Mass Save program.
The CET model is also able to readily interface with the Home Star federal incentive program.

Senator Scott Brown of Massachusetts and Sen, Lindsey Graham are Republican sponsors for the Home Star energy efficiency rebate program. The House of Representatives is voting on the Home Star bill this Thursday. Existing State incentive programs will have a central roll in administering the Home Star program. DOER and Utility Program Administrators and other Mass Save decision makers need to start thinking about how to interface Home Star with the Mass Save program.
